Chula Vista Police Department implements eSOPH to increase efficiency with pre-employment background investigations.

January 7, 2014 – Chula Vista, CA.   On Tuesday January 7, 2014, The Chula Vista Police Department executed a 12-month contract to use eSOPH, Miller Mendel’s background investigation software system. The Chula Vista Police Department intends to process at least 130 applicants within 12-months, using eSOPH.

On behalf of the Chula Vista Police Department, the eSOPH transition project was led by Lieutenant Vern Sallee and Administrative Services Manager Edward Chew. As of January 7, 2014, the Chula Vista Department is the second agency in the state of California to transition their background processing to eSOPH.


Chula Vista is the second largest city in the San Diego metropolitan area, the seventh largest city in Southern California and the fourteenth largest city in the state of California. Chula Vista is home to more than 251,000 citizens, spanning over 52 square miles. The men and woman of the Chula Vista Police Department are organized into four divisions: Patrol Operations, Investigations, Support Operations and Administrative Services. CVPD is authorized for 225 sworn positions and 92 non-sworn positions. CVPD also includes over 100 volunteers.
